The
section is headed by the Local Disaster Management Coordinator and
coordinates all disaster risk reduction and management activities
within the area under the jurisdiction of the Municipal Council of

Roles and Responsibilities
In
collaboration with the other departments of the council, this section
overlooks all disaster risk reduction and management activities like: -
1. Cleaning, maintenance and rehabilitation of drains, river, canals and rivulets. 2. Construction of new drains in flood prone areas. 3. Identification of flood prone areas. 4. Sensitization and awareness campaigns regarding disaster risk. 5.
Enforcement of legal provisions regarding illegal dumping and illegal
constructions along rivers, canals and drains and their vicinities.
1. Cleaning, maintenance and rehabilitation of drains, river, canals and rivulets
The
cleaning, maintenance and rehabilitation of drains, river, canals and
rivulets are effected on a regular basis by the Municipal Council. 2. Construction of new drains in flood prone areas
With
the approval of the Council and subject to availability of funds,
drains are constructed within flood prone areas to reduce/solve
flooding problems within said regions by the Council. In many cases,
the construction of drains is referred to the National Development Unit
for funding or construction of the drains within the flood prone areas-

3. Identification of flood prone areas
The
Municipal Council identifies various flood prone areas and site visits
are carried out with other concerned institutions to find out solutions
how to mitigate the flooding problems within concerned regions. 4. Sensitization and awareness campaigns regarding disaster risk
The
Municipal council organizes various full scale simulations exercises
with the collaboration of various national institutions (Ministries/
Parastatal bodies/NGO’s) and members of the public. 5. Enforcement
of legal provisions regarding illegal dumping and illegal constructions
along rivers, canals and drains and their vicinities.
The
Municipal Council enforces legal provisions and serves notices of
intended prosecution and contraventions towards any persons found
guilty of illegal dumping and illegal constructions along rivers,
canals and drains and their vicinities. The Local Disaster Risk Reduction and Management Committee (LDRRMC) Section
19 of The National Disaster Risk Reduction and Management Act 2016
provides for the setting up of a Local Disaster Risk Reduction and
Management Committee (LDRRMC).
1. Composition of the committee
Every local committee shall consist of – (a) the Lord Mayor, Mayor or Chairperson of the local authority, as the case may be, who shall be the chairperson; (b) the Chief Executive of the local authority, who shall be the vice-chairperson; (c) the Local Disaster Management Coordinator of the local authority; (d)
a representative of the Ministry responsible for the subject of
education; health, public infrastructure, social integration, social
security. (e) Representative from the Police, MFRS, CWA, CEB, RDA, Mauritius Red Cross, among others. The
chairperson of a local committee may, where he considers necessary,
co-opt any other person with relevant expertise not already available
to assist the committee.
2. Functions of the committee
Every local committee shall, in respect of the area under its jurisdiction and under the supervision of the National Centre (a) work closely with its local community in disaster risk analysis and vulnerability assessment; (b)
prepare and implement, in accordance with any guidelines laid down by
the National Council, the Local Plan to be approved by the National
Centre; (c) promote and implement disaster risk reduction and management education and public awareness programmes; (d) build capacity, acquire resources and coordinate disaster risk reduction and management activities; (e) conduct trainings, drills and simulation exercises;
Local Emergency Operations Command According
to Section 22 of The National Disaster Risk Reduction and Management
Act 2016, a Local Emergency Operations Command (LEOC) has been
established at the level of Municipal Council, and is activated
whenever a disaster or any other crisis becomes imminent within the
area of jurisdiction and reports to the National Emergency Operations
Command (NEOC). · The LEOC is multi-agency and is headed by the Mayor of the Municipal Council. ·
The LEOC is activated solely for the purpose of coordinating all
activities during a disaster and makes use of the well-established
command, control, co-ordination and communication system of the Police
so as to avoid unnecessary duplication of resources, as far as
practicable.
